Rwanda Deepens Defence Partnership with India as Burundi’s Military Display Draws Regional Attention

Rwanda is continuing to strengthen its long-term defence capabilities through international partnerships, even as regional attention remains focused on Burundi’s recent Independence Day military parade.

A Rwandan military delegation led by Brigadier General Louis Kanobayire, Director General in charge of Training and Education within the Rwanda Defence Force, is currently in New Delhi for the second session of the Rwanda–India Joint Defence Cooperation Committee.

The meeting is designed to expand cooperation between the two countries in areas of mutual strategic interest. It builds on the Defence Cooperation Agreement signed in 2018 and follows the inaugural committee meeting held in Kigali in 2024.

During the visit, Brig Gen Kanobayire also held discussions with Rajesh Kumar Singh, India’s Defence Secretary, focusing on military education, professional training and future cooperation initiatives.

The development comes at a time when political tensions between Rwanda and Burundi remain unresolved.

Regional media have extensively discussed Burundi’s 62nd Independence Day celebrations held on July 1, where a large military parade featured sophisticated equipment and marching troops. Some reports claimed that part of the hardware and personnel displayed had been borrowed or leased to enhance the ceremony.

Political and security analysts quoted by several regional outlets argued that the display appeared intended to project military strength amid strained relations with Rwanda.

Relations between Kigali and Gitega have remained tense since Burundi closed its border with Rwanda, accusing Kigali of supporting the RED-Tabara rebel movement, an allegation Rwanda has consistently denied.

Meanwhile, Burundi’s military continues to be involved in operations in eastern Democratic Republic of Congo, where various reports have suggested that some Burundian soldiers have lost their lives during combat missions.
